I think I know what is going on here. There is a spell in D&D called "irresistible dance" (or Otto's Irresistible Dance depending on the campaign setting). If it hits the target starts dancing uncontrollably without an option to resist. Of course this would also explain the wizard's expression, since dragons are notoriously resistant to magic and have a good chance of ignoring spells. So he would have had a slim chance of the spell actually working.
